If your peas, corn, and bell pepper are frozen, place them in separate bowls and leave them at room temperature for about 10 minutes so they have time to thaw.
Finely chop the onion and cut the carrot into thin matchsticks. This way the vegetables cook evenly and lend the dish their gentle sweetness.
Pour the olive oil into a skillet and heat it well. Add the carrot and onion and saute for about 2 minutes, stirring occasionally.
Add the corn and chopped bell pepper and stir. Then add the green peas and mix all the vegetables together thoroughly.
Do not rinse the rice; add it straight to the vegetables in the skillet. Cook, stirring, until the grains turn translucent.
Bring water to a boil in a kettle and pour 2 cups of the boiling water over the rice and vegetables. Bring to a boil, then add the chopped herbs and season with sea salt to taste.
